Our History


The Seymour Osman Community Center opened in 1994 as the Dover Housing Authority Community Center. In 1999, it was renamed as to honor Seymour Osman, a longtime advocate for children and a former Dover Citizen of the Year. The center officially became a 501(c)3 non-profit organization in 2002.


The Dover Housing Authority (DHA) provides safe, affordable housing for income-eligible families living in Dover. With 184 units for families, the Mineral and Whittier Park neighborhood is home to over 250 kids - the largest concentration of children in the city.
